This is the Blend Bing Crosby Smoked! This tin is Lane manufacture, from some time after 1983 when they moved to Tucker Georgia. As such it is a burley forward "American" blend. I can't vouch for the rust spots being surface rust but no tell-tale tobacco odder when you shake the can. A very rare blend indeed!
