You are looking at a 1951 Korean War RCI Acessory Packet Tin W/Cigarettes. To the best of my knowledge this key wind variant tins were only produced for a very short 1-year period in 1951 before switching to paper bags, making them extremely rare. These are known to contain 1 (one) soft pack of 20 cigarettes. Cigarette brands contained within are typically of the unfiltered variety and can contain Chesterfield, Lucky Strike, Camel, and Phillip Morris to name a few. The slight dome on the top of the tin means it is airtight and contains pressure. There are some minor dents and scratches as shown in the pictures. I recently opened up one of these tins with a slight dome as shown on this one and was greeted by a nice hiss to where I could feel the air hit my face. Inside I found a soft pack of 20 Camel Cigarettes with the military tax stamp. If you do not know who Steve1989MREinfo is, I would call him the pioneer of vintage rations and cigarettes. It is hard to find these in air-tight condition as many have lost their airtight seal over the years.
